UAE e-Invoicing Update October 2026: What SMEs Need to Know
The UAE is continuing to develop its electronic invoicing framework as businesses prepare for the transition to digital invoice exchange.
On 19 October 2026, the UAE Ministry of Finance announced amendments to the Electronic Invoicing System through Ministerial Decision No. 197 of 2026. The changes clarify selected requirements and provide additional flexibility for businesses preparing for implementation.
What Has Changed?
1. Temporary Exclusion for Certain Tax Group Transactions
From 1 January 2027, transactions between members of the same UAE tax group will be treated as excluded transactions for a temporary period of 24 months under the amended rules.
Businesses belonging to tax groups should review how this exclusion applies to their internal invoicing processes.
2. Electronic Invoice Record Storage
Businesses subject to e-invoicing must retain electronic invoices, electronic credit notes, and associated data for the period required by the UAE Tax Procedures Law.
The amendment removes the previous requirement to store these records inside the UAE. Businesses must still ensure the records remain accessible and can be provided to the Federal Tax Authority upon request.
3. System Failure Provisions
The amendment removes the previous e-invoicing system-failure provisions, including the associated two-business-day notification requirement.
Businesses should review their invoicing procedures against the amended framework and any other applicable obligations.
What Should UAE SMEs Do Now?
Businesses can start preparing by taking the following steps:
Review existing invoicing and accounting software.
Assess whether the business falls within the initial implementation phase.
Identify an appropriate Accredited Service Provider where required.
Check whether accounting systems can exchange structured electronic invoice data.
Review customer and supplier records.
Establish secure invoice retention and retrieval procedures.
Train finance and accounts teams on the new workflows.
Why Is This Important?
Electronic invoicing involves more than sending invoices by email. The UAE framework requires structured invoice data to be exchanged electronically through the applicable system.
Businesses that review their processes early can better understand their technology requirements, operational changes, and implementation responsibilities.
